QuickPlay 4.6.4 is released

This release is minor and adds logging for troubleshooting MAME functionality. In particular it adds a log file to the root of QuickPlay to help work out MAME errors, and also adds support for searching the 'folders' folder in the 'MAME extras' directory, since ProgrettoSnaps support files are offered in a folder structure, where many others choose to save the ini files in the MAME Extras 'folders' directory in a flat structure, so I thought it was important to support both, as these MAME ini files are very important to the MAME Functionality in QuickPlay. So now we support either.
I've also altered the WIKI pages on the MAME functionality to be more specific about the MAME Extras 'folders' ini files that are needed for QuickPlay to do a successful MAME scan. Lack of most of the ini files just means you won't get such rich romdatas. But lack of some specific ones is currently catastrophic. The code needs to address that also.
There are some other changes to support the evolution of RetroArch
